Public-private partnerships

Originating and structuring partnerships that lenders will fund.

A partnership is only as good as its first lender meeting.

We help governments and private sponsors originate infrastructure partnerships and structure them so that lenders will fund them and the public is well served by them. In practice that means feasibility work that does not flatter the project, risk allocation that each party can live with for twenty years, and procurement designed to attract serious bidders rather than many.

From origination to funding

Origination

Is there a project worth partnering on?

We help public partners decide which projects suit private finance and test the value-for-money case honestly. They leave with a short pipeline of projects that can be taken to market, and a clear view of the ones that cannot.

Structuring

How are risk and return shared?

We allocate risk, design the payment mechanism and the security behind it, and draft the commercial terms with legal advisers. They leave with a contract structure that bidders will price and lenders will accept.

Funding

Will lenders back it?

We run the procurement, support negotiations with the preferred bidder and take the project through lender and DFI due diligence. They leave with a signed concession and finance in place.

They kept the deal bankable without losing sight of what the public side needed from it.

Illustrative example. A real mandate will replace it before launch.

SenegalPort authority

A container terminal concession that lenders were ready to fund

A port authority wanted private investment in a new container terminal without giving away its long-term value, after an earlier tender had failed. We rebuilt the business case, shared volume risk fairly and ran a tender that closed in one round.
